to the Governor of Hong Kong.

Your circular telegram 30th May refugees and your
telegram 146 protection of tenants. I fully appreciate that
in present emergency it is necessary to take urgent and
important measures to meet special difficulties which are
affecting Colony as a result of hostilities in South China
and you may rely on my support in any action you consider
necessary for good order of Hong Kong.
You will no doubt keep me informed of details of such
measures as far as necessary.
